A List of the Expanding Wave of Lawsuits Challenging Trump’s Second-Term Agenda

Since President Donald Trump assumed office for his second term in January 2025, his administration has been hit with dozens of lawsuits challenging key executive actions on immigration, civil liberties, diversity initiatives, government restructuring, and more, according to a comprehensive litigation tracker maintained by Just Security.

The tracker documents a broad range of cases filed by states, civil rights groups, law firms, labour unions, and advocacy organisations, many of which have already resulted in temporary blocks or injunctions against Trump administration policies.

Major Categories of Litigation

Civil Liberties and Rights
Numerous lawsuits target actions against law firms, LGBTQ+ rights, and government employees. Several high-profile cases involving law firms (e.g., Perkins Coie LLP v. U.S. Department of Justice, Jenner & Block v. Department of Justice, Wilmer Cutler Pickering Hale and Dorr v. Executive Office of the President) have resulted in government actions being blocked by courts in the D.D.C. Challenges to policies on gender-affirming care and transgender athletes have also seen temporary blocks in multiple districts.

Immigration and Citizenship
Immigration-related cases dominate the docket. Lawsuits challenge expedited removal policies, sanctuary jurisdiction directives, visa restrictions, asylum fees, and the use of the Alien Enemies Act. Multiple suits contest the sharing of personal and financial records with the Department of Government Efficiency (DOGE). Several cases in the D.D.C. and other districts have resulted in temporary blocks or partial blocks of government actions.

Dismantling of Federal Programmes
Challenges have been filed against efforts to dismantle the Job Corps and the National Endowment for the Humanities, with some resulting in temporary blocks.

Other Areas
Additional litigation covers funding freezes, environmental policies, and executive orders affecting federal agencies and personnel. Many of these cases are still in early stages or awaiting court rulings.
